ARCOM, formerly CSA, is France's public audiovisual regulatory authority.

ARCOM, Autorité de régulation de la communication audiovisuelle et numérique. This regulation is in the service of freedom of expression in the interest of the public and professionals alike. It is based on :

  • respect for and protection of individual rights and freedoms
  • economic and technological market regulation
  • social responsibility.

ARCOM is an independent public authority created by the law of January 17, 1989, amending the Léotard law of September 30, 1986. This means that it acts on behalf of the State, which has delegated to it its authority to regulate the audiovisual sector. ARCOM reports to the public authorities, but is not subject to government authority. With its own legal personality, it is made up of a college and an administration present throughout France.
